More than 12,000 Companies are Subject to Emiratisation Targets

The Ministry of Human Resources and Emiratisation (MOHRE) has implemented Emiratisation targets for more than 12,000 companies, each with 20 to 49 employees, across 14 specific economic sectors.

Each company is supposed to hire at least one UAE citizen in 2024 and another Emirati citizen in 2025. 

The Sectors which are Subject to Emiratisation Regulations

The targeted companies operate in the following sectors:

  • Finance and Insurance
  • Information and communications
  • Real estate
  • Technical and professional activities
  • Administrative and support services
  • Education
  • Healthcare and social work
  • Arts and Entertainment
  • Mining and quarrying
  • Transformative industries
  • Construction
  • Wholesale and retail
  • Accommodation and hospitality

MOHRE has called on companies within these sectors to quickly meet their Emiratisation targets and not delay meeting these targets till the end of the year.

Penalties for Missing Emiratisation Targets

If these Emiratisation targets are not met, the companies will be penalized with a fine of AED 96,000 for each Emirati citizen not appointed in 2024 and these fines will be collected in January 2025.

Fines of AED 108,000 will also be imposed on companies for not meeting the 2025 Emiratisation targets, which will be collected in January 2026.

Companies will be allowed to pay these fines in instalment plans as agreed with MOHRE. 

Emiratisation Targets for Companies with 50 or More Employees

MOHRE has also implemented Emiratisation targets for companies with 50 or more employees, requiring these companies to achieve a two percent annual growth in the Emiratisation of their skilled jobs.
