Fourteen flood-prone areas have been identified across Dubai, a proactive move to prepare for extreme weather events similar to the heavy rains experienced last April. This initiative aims to improve safety and strengthen infrastructure against the impact of future natural disasters.

The identified flood hotspots include three areas along Sheikh Zayed Road, two along Al Khail Road, and four along Sheikh Mohammed bin Zayed Road. Other vulnerable areas are two locations on Emirates Road, one on Seih Al Salam Street, one on Ras Al Khor Street, and one on Al Rabat Street. This comprehensive mapping by Dubai authorities highlights specific zones where rainwater tends to accumulate, allowing them to focus on targeted solutions for these high-risk areas.

Steps to Strengthen Infrastructure and Crisis Response

This effort to assess flood-prone areas emerged during a seminar on "Crisis and Natural Disaster Management" hosted by Dubai Police. According to Mohammed Al Dhanhani, Dubai Municipality’s director of corporate risk management and business continuity, both short- and long-term initiatives have been launched to address rainwater drainage in critical zones. "Our goal is to increase capacity and mitigate risks associated with heavy rainfall," Al Dhanhani explained. He added that 90% of these vulnerable areas have already seen significant improvements in infrastructure, getting them ready for potential future flooding.

RTA’s director of commercial transport, Muhannad Khalid Al Muhairi, stated that beyond the 14 high-risk zones, another 22 locations face challenges during the rainy season. In cooperation with Dubai Municipality, pumps are being installed in these areas to help redirect water to safe channels, reducing flood risks further.

Major Investment in Rain Drainage Network

A recent announcement from Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, unveiled a substantial Dh30 billion project for a rainwater drainage network, named 'Tasreef,' to be completed by 2033. This long-term solution reflects Dubai’s commitment to addressing water accumulation and flood-related challenges on a large scale.

Collaborative Crisis Management Initiatives

Lieutenant General Dhahi Khalfan bin Tamim, Deputy Chief of Police and Public Security, suggested forming a committee that brings together key authorities, including the National Emergency Crisis and Disasters Management Authority (NCEMA), Dubai Police, Dubai Civil Defense, and RTA, to coordinate rapid response measures for heavy rain situations. He emphasized the need for a unified emergency contact number for crisis inquiries, helping residents access the correct department in emergencies.

Additionally, Lieutenant General Dhahi highlighted the importance of developing specialized vehicles for rescue teams and ensuring safe passage for road users during floods. He also advocated for ongoing community education, encouraging residents to follow official guidelines, insure property, and be prepared for natural disasters.

These proactive steps underscore Dubai’s comprehensive approach to managing natural disaster risks and reflect its dedication to public safety. With advanced preparation and robust infrastructure plans, Dubai is setting a strong foundation for resilience against severe weather events.
