When fasting for Ramadan, try to avoid doing intense cardio during the hot afternoon hours. You may jeopardize your health by exerting yourself too hard throughout the fast, with high temperatures and no drinks from sunrise to sunset. Fasting is not a good time to conduct hard aerobic workouts or heavy weight-training routines. You should also reduce your cardio regimen to 2 days per week during the holy month.

While exercise might be difficult on an empty stomach, heavyweight training can be done one hour after iftar; you might want to try and eat more for an extra burst of energy and don't forget to drink lots of water to hydrate. There really is no perfect timing, but these are the optimum times to get your workout in according to your schedule:
An Hour Before Sunset
With a short workout in the later hours of the day, you'll be able to quickly rehydrate and appreciate the benefits of exercise on an empty stomach. However, any exercise performed at this time should be light and easy, with more strength training, low reps and weights, and plenty of stretching. This is also a wonderful time for a gentle jog or a brief stroll.
For Night Owls
The optimal time to exercise is between 11 p.m. and 2 p.m. after your meal has had an opportunity to set and your body has rehydrated completely. If you've had some rest in the day, exercising at this period might be beneficial because it's colder than the daytime and will still provide you with a couple of hours of sleep before waking up to start your day.
Early Birds
