In a major step towards legalizing gambling, the UAE established the General Commercial Gaming Regulatory Authority (GCGRA) in September 2023. This move follows the announcement of a large resort in Ras Al Khaimah by Las Vegas-based Wynn, which will feature a significant gaming component.
Website Launch and First Licensee
The GCGRA recently launched its website, gcgra.gov.ae, providing comprehensive details about its role and responsibilities. Alongside this, the authority announced its first licensee, The Game LLC, which will manage the UAE Lottery. Set to launch soon, the UAE Lottery will offer various games catering to different interests and budgets.
What is the GCGRA?
The GCGRA is tasked with regulating, licensing, and supervising all commercial gaming activities across the UAE. The authority's responsibilities include overseeing lotteries, internet gaming, sports wagering, and land-based gaming facilities.
Licensing Process
To operate in any of these areas, businesses and individuals must obtain a GCGRA license. The application process is detailed, and licenses will be issued for operations in all seven emirates. Currently, only The Game LLC has received a license for the UAE Lottery.
Ensuring Responsible Gaming
Licensed entities must follow the Responsible Gaming Framework, which includes measures for setting activity limits and mandatory cooling-off periods. Gaming businesses will be audited every two years to ensure compliance.
This regulatory framework aims to pave the way for a safe and well-regulated gaming industry in the UAE.
