The development of the Dubai 2040 Plan was guided by a Higher Committee consisting of leaders from various sectors, including the Roads and Transport Authority (RTA), Dubai Municipality, and the Dubai Police. The planning process involved extensive workshops, interviews, and focus group meetings with over 56 public and private sector stakeholders, ensuring a well-rounded approach to urban development.
