Dubai's Department of Economy and Tourism (DET) took to Instagram to explain to residents that complaints can be submitted through the 'Dubai Consumer' app and the Consumerrights.ae website.

"The process is simple – all you need to do is to go to the app or website, and attach a picture of the annoying promotional material along with your contact information. We will take up the issue with the merchant concerned," explained Ahmad Al Zaabi, Director of Consumer Protection at DET.
However, if the promotional material belongs to a company licensed in another emirate, the complaint must be filed to the competent authorities in that particular emirate.
It has urged traders to avoid unauthorised distribution of marketing materials as it will be considered an explicit violation.
