The initiative, according to Essam Issa Al-Humaidan, the Attorney General of Dubai, demonstrates Sheikh Mohammed's intention to reunite the pardoned individuals with their families and provide them with an opportunity for a new beginning.
Prisoners can often be pardoned by the rulers of the UAE's emirates during major Islamic holidays, especially Ramadan and Eid.
